Frank H. Finch, Jr. received his B. A. degree cum laude from Harvard College in 1953. Following three years of active duty as a Naval Air Intelligence Officer, he entered Harvard Law School earning his law degree in 1959. He was admitted to practice before the state courts of Connecticut in August of 1959 and joined the law firm that same year. Subsequently he has been admitted to practice before the United States District Court for the District of Connecticut and before the United States Supreme Court. He is a member of the American Bar Association and represented Connecticut in its House of Delegates for many years. He has been a member of the Connecticut Bar Association since 1959 serving in both its House of Delegates and Board of Governors and as its President in 1998-1999.
He is also a past president of the Litchfield County Bar Association and a James W. Cooper Fellow of the Connecticut Bar Foundation. For more than forty-nine years, Attorney Finch has counseled a broad range of individuals, partnerships, and corporations in planning, formation, financing, acquisition and sale of business and non-profit entities. He has represented numerous clients in the development, financing, operation and transfer of residential, commercial and industrial real estate.
In addition to maintaining an active practice as a partner in Howd, Lavieri and Finch, LLP, he served as an Assistant Prosecuting Attorney in Connecticut state courts on a part time basis from 1961 until 1978. During this period he was a member of the National Association of District Attorneys. In 1984 he was appointed as a Connecticut Trial Referee and since 1987 he has served as Chairman of the Litchfield County Standing Committee on Recommendation for Admission to the Bar. In 2000 he was appointed to the Chief Justice’s Civil Commission and in 2001 to the Federal Court Grievance Committee.
Mr. Finch has held leadership positions in numerous community organizations and is a director, officer or trustee of several charitable and business organizations. He is a director of the Northwest Connecticut Economic Development Corporation and Vice Chairman of the Board of Trustees of the Northwest YMCA, Vice Chairman of the Regional Advisory Council of Northwest Connecticut Community College and Vice Chairman of the Litchfield County University Club. He continues to serve as a member, director or consultant to numerous other boards and commissions. These activities reflect his special interest and experience in corporate and business law, topics on which he has lectured in courses conducted by the Small Business Association, the Chamber of Commerce, trade and business associations and educational institutions.
